During its deliberation No. 2013-378 of 5 December 2013, the National Commission for Data Protection and Freedom of Information (CNIL) adopted a recommendation pertaining to the cookies and other tracers aimed at by
Article 32-II of the Law of 6 January 1978.
The CNIL relied on the following observations: "when browsing on the web or using mobile applications, users of these services are increasingly followed by various stakeholders (service editors, advertising managers, social networks, etc.) who analyse their browsing habits, travel and consultation or consumption habits, in order notably to propose targeted advertising or customised services. This tracing is undertaken by the intermediary of various technologies, of which the scope is today that of cookies. "
