The CICE should be entered under which accounting heading?

The College of the Accounting Standards Authority (ANC) has defined the accounting treatment for the Competitiveness and Employment Tax Credit (CICE). In an informational note of 28 February 2013, it is necessary for accounting services to indicate this credit in a sub-account for "Staffing costs". The CICE is a governmental measure intended to stimulate growth though reducing the cost of labour. A purpose which was highlighted by the College of the ANC: "Due to the objective pursued by the legislature in allowing for reduction in staffing costs by the CICE, its entry, into a dedicated sub-account under account 64, "Staffing costs", is justified. "
